The cause of the PPE shortage has nothing to do with Fauci being taken out of context for what and why he said not to wear masks.
You "strategically" left out this part in your response:

Masks and other protective equipment are in normal times widely available and thus may not have been prioritized for purchase, they said."

He didn't say tariffs on Mexican goods would pay for it, he explicitly said Mexico would pay for every penny the wall would cost. (tariffs do not produce actual cash for the US)

the Newsweek article does not differentiate between new and replacement. they simply say 200 miles.
