In 1849, Oregon banned African American settlement. In the 1920s there was a rapid growth of the KKK. By 1940, Portland was 98% white. WW2 saw an influx of black Americans to work in industry. Longshoremen of the 60's were completely white and the ILU (International Longshoremans Union) declined to represent grain handlers since some were black. The 80s and 90s saw a growth of radical skinhead groups. By the 2010 census, Portland was still 76% white and 6% black (which is 3 times the state average- for the math deficient that means that Oregon is only 2% black).
I think the south can take some lessons on racism from the enlightened liberal Democrats.
