Actually I happen to know quite a bit about handicap parking and the law in Texas.

In Texas if you ask a police officer a question about it you'd get a different answer from ever officer. 99% percent of the tickets given are from actual handicap people who are officers of the court. Which means anyone can get certified to write a ticket after taking a 1 hour course. One misconception is that one has to be lame in some way to be handicap. One could have a heart problem or just have low stamina and they may look perfectly fine when they get out of the car.

When you park in that handicap space you are taking away some one's freedom if you think about it. And ASSUP...... it DOES NOT matter if the car is idling or even if some one is it. I've seen people get handed a ticket through their window.
