Obama could issue an executive order tomorrow rectifying the situ just like he could have issued an order regarding the Ft Hood massacre.
But he won't
I wonder if Bo Bergdahl's pay was confiscated? You know he was paid and given at least two promotions. Seems his court marshal has been moved to Feb 2017. Very convenient.
