By this, I assume you are asking if there is a "time limit" on how much time has passed since the PM, correct? In other words, can someone still be sanctioned for an "old" PM?

I don't think that this is a question that can be answered easily. It depends on the content of the PM. If serious enough, I suppose that there is no "statute of limitations." But common sense has to rule here, too. If a significant amount of time goes by without anyone complaining, then you have to question whether it is worth it to take any action.

The easiest way to answer this if for you to forward the PM to one of us and we can then answer you directly.
