Yep. ECCIE is ultimately a publisher due to how they manually edit a user’s post gets flagged. Once any ECCIE moderator touches another’s post to add a warning label along with the “Staff Edit” note or any other touch, ECCIE crosses into publisher territory.
Best to remove flagged comments to lessen ECCIE’s liability if hit with any legal troubles.

No. they aren't. ECCIE is a platform. the users are the posters and thus publishers. the fact that the site can and does edit content based on its terms of service means they as owners of the platform can restrict the user content. it does not mean ECCIE is publishing anything.
compare that to Yahoo which is both a platform and a publisher. most of Yahoo's articles are 3rd party sources Yahoo picks up to re-publish. they do have some staff writers and they are publishers when their writers post a story. they are a platform in the comments section. just like ECCIE they can and do filter/delete user comments. doesn't make them the "publisher" of the comments.
