It's irrelevant what the rest of the sentence said. Mueller matter-of-factly stated he didn't have anything he could prosecute when he wrote "... this report does not conclude that the President committed a crime ...". End of story.

You "don't know your stuff". You might want to read about President Johnson's impeachment. In the end, it was determined that Johnson had the Constitutional right and power to fire a department head without the approval of Congress.
