Qatar acted on its own. Both the US and Saudi Arabia have major disagreements with Qatar over which Syrian rebels to support and how. Qatar has enough oil & gas money to pay for any guns on its own.

We could have made a difference 2-1/2 years ago if we had forcefully supported the Free Syrian Army but we dithered and did nothing, allowing al queda and radical Islamists to move in.

That's the problem when you decide to back rebels in an attempt to overthrow a gov't you don't like. Things tend to get messy.
