"Gross negligence" I understand. In Texas, it's a term for conduct in a civil case meriting exemplary / punitive damages. I know of no criminal statute in Texas defining the mens rea requirement as "gross negligence."

I've never heard of "willful negligence" used as a synonym for "gross negligence."
