In terms of regions, the Middle East and North Africa receive the most of the economic assistance.
The Sub-Saharan Africa region receives $US1.2 billion — 25.32 per cent of the budget.
In terms of individual countries, the following receive the most in economic [not security] aid:
•Kenya ($US 632,500,000)
•Tanzania ($US 534,500,000)
•Uganda ($US 435,500,000)
•Zambia ($US 428,525,000)
•Nigeria ($US 413,300,000)

The "history" of U.S. foreign aid is not a good one. There is almost zero accountability and historically the money doesn't go to the rank and file people of the country, but is used to enhance the lifestyle of a chosen few, who in turn stir up resentment in their "constituents" against the U.S. blaming the U.S. for their poor lifestyle out in the country.
BTW: The above numbers do not include any military assistance.
