If you are going to tell that story...tell the whole story about how congress rejected all other proposals and this was done because everybody thought congress would finally get off their ass and pass a budget rather tham deal with sequestration.
May i again point out that it does not matter where the idea from once they all agreed on the idea....they are then all responsible for it. Why do you continue to try and deflect congressional responsibility?
