so other than point congress in a direction with a budget request and push them to work on a budget, then sign the budget they pass, exactly what part can any POTUS play in the budget process ????

Actually Congress led us here and they will be bitched slapped until they figure out what idiots they were for doing so. The GOP is already eating their own over this. Obama's job is to let them continue eating. At some point he will lead them out but not until they understand what fuck ups they were.
