The Trump-Ukraine scandal is only the latest in a long line of cover-ups linked to the attorney general.
But this willingness to ignore the rule of law in order to expand his president's power is the most persistent—and most consequential—theme of Barr's tenure. The Department of Justice has long prided itself on maintaining its independence from the political process, because a justice system's legitimacy depends on the willingness of those in charge to enforce the law against anyone who breaks it, regardless of the partisan fallout.
Barr, however, views the powers of his office as a political prize to be won, and uses those powers to protect the administration's friends and attack its enemies with impunity. As Maryland congressman Jamie Raskin put it, although Trump's conduct in the Ukraine scandal is the "primary offense," Barr's "prostitution of the Department of Justice for the president’s political agenda has been necessary to the president’s schemes." Trump is a lawless person, but it is Barr's quiet willingness to work the system on Trump's behalf that allows this lawlessness to flourish.

Because I saw trump’s piss boy call a press conference and whitewash the Mueller report. Telling lies to the trump party when he knew good and well only a few would actually read the report. He sold a giant shit sandwich to trump’s party and they chowed down.

What is clear is that it all came down to the president and what he wanted; no one else appears to have supported his position. Instead, officials were anxiously waiting for the president to be convinced that the hold was a bad idea. Trump’s Hold on Ukrainian Military Aid was Illegal
No one from the Trump administration has been able to point to any legal authority that allowed Trump to withhold the funding for the length of time and in the manner that he did. Even Trump’s defenders in the House, who have speciously claimed that the president had reasons for holding the aid other than pressuring Ukraine to investigate his political rivals, have not provided justifications that are legal. Instead, they’ve offered justifications that are more politically palatable. Moreover, Trump’s own White House Office of Management and Budget (OMB) was told that his actions were illegal, and appears to have tacitly acknowledged that fact, but continued to hold up the funding anyway.
The illegality of the funding hold is important to the impeachment inquiry, as it adds further weight to the case that Trump abused his authority as president to pressure Ukraine to interfere in the 2020 U.S. election.
