A President of the same party has a ton of control over how fast the Congress works. But not this President because he's feeble. And his party decided it was more critical to impeach a President who wasn't even President any more. And to load the bill up with "goodies."

The republicans controlled the House and Senate when Mitch McConnell's "skinny repeal" of Obamacare was put to a vote. But it failed when three republicans(Collins, Murkowski, the late Senator John McCain) voted No.

A president does not have control over individual Senators. A Senator (for example) of the same party could vote a different way on any given bill. McConnell skinny repeal of Obamacare is good example. Most republican elected officials had a fear of Trump, but not those three.
With the rescue plan several things had to be debated. There are some democrats who thought the bill was too big and that a single person making $100,000 should not get the $1400 check. So, the threshold was lowered to $80,000. This is not much different than the threshold for the $1200 check that went out in summer of 2020. The threshold for that check was $75,000 for a single person.
You say you understand how congress works? You don't post like it. If you did you would not keep asking where the check is.

Yes, I know how Congress works. The Dims held the US hostage. They could have put this in a stand alone bill. But they put it in a reconciliation bill so they could feed their pork projects and enhance their ability to steal elections.
But they didn't and President Biden didn't insist that they do.
So repeating myself because your reading comprehension is so poor Biden said "Checks would go out immediately!"

They put it in a reconciliation bill because with a reconciliation bill it only takes a simple majority (51-50) for the bill to PASS. So with this current session of the Senate you have 50 democrats and 50 republicans. To get the bill passed you just need the 50 democrats to vote yes and VP Harris breaks the Tie. A stand alone bill requires more than a simple majority to pass. You knew all of that right?
P.S. The filibuster is more difficult to break in a stand alone bill. So, politically the dems did the right thing to put the rescue plan in a reconciliation bill.
The republicans did the same thing with the repeal of Obamacare, but three republican sensators voted no and that was the end of that.

I didn't say "immediately", Joe Biden did. He used it to get elected and to elect two Dim Senators from Georgia.
You know who knows more than you and I about getting a bill thru Congress? Joe Biden. He was a Senator for over 30 years. Plus he was VP for 8.
People believed that if Biden said he could get it done immediately it could be done immediately. But Nancy and Chuck wanted their impeachment. And pork. And $15 an hour minimum wage. And a bunch of other things that needed put off for the next three or four bills.
Biden could have instructed Nancy to make a bare bones stimulus check and unemployment benefits bill but he didn't. He's a feeble old man entering dementia.
