The underwriting department determines how much risk is in the risk pool by zip code. The final premium price is based off of that. Just ask any underwriting department at your local health insurance company.

actually, the policy price is set by actuaries who of course are statisticians, a branch of mathematics. they give odds like a bookie on when you'll die. bahhaaa or have a car wreck.

Why did they not get a 35% mix of low risk to high risk policy holders? For one the amount of people who were already sick was underestimated. These are the same people the health insurance companies refused to sell a policy to because they had a pre-existing condition.

but ... the pre-existing condition was removed and yet no one signed up!

The underwriting department looks at claim history, that is the number one factor to determine just how much risk they will take in the next year. Even LL will tell you that. He even posted it.

The screw up was made by the health insurance companies, not the government. Grandfathered plans were to be continued, not cancelled. The health insurance companies are at fault IBIdiot.
