Clearly they can. You mistake intelligence with education, a common misconception. Some of the dumbest people I know have MS//MA/PhD’s and some of the brightest (and most successful) never stepped foot in a university.

The Republican Party used to profess fiscal conservatism, until Regan racked up unprecedented spending and deficits, and Clinton inherited what then was the largest budget deficit and left office with a budget surplus and since then, the Democratic Party has been the more fiscally conservative party. Everyone knows that the economy, in terms of GDP growth and employment statistics and the stock market, since the Great Depression,has performed better under Democratic administrations.
