Until 9/11 and then Bush lumping them with the Axis of Evil. Yes it was after 9/11 and the invasion of Afghanistan and the soon to be invasion of Iraq that they went all out on their nuke program. Either method can yield the material to make a bomb. The NORKs were cheating all along - it started well before Bush uttered the words "axis of evil".
