The only way to stimulate job creation is to end tax breaks for companies that ship jobs overseas and penalize them for their betrayal of the American worker, deregulate which makes easier for businesses to thrive, expand programs that offer loans to more small businesses, lower the tax rates on dividend income so that more people are willing to invest. That's my 2 cents.

Ryan was talking about the unemployment rate being above 8% during the more than 3 years of Obama's presidency.
