Tariffs result in trade wars that benefit no one. Manufacturing jobs need to be returned to the US.
A better idea, which will gain no traction, is to reduce taxes on manufacturing here in the US. Allow companies to get credits for training and hiring employees of the unemployment lines. Then make it harder to get government assistance. Remove unnecessary and complicated regulations that increase the costs of manufacturing in the US (most of which are EPA related). Reduce the cost of energy by making Nuclear Power and Fossil Fuels more plentiful. Harness more sources of Oil and Coal in the US.
Reduced energy costs and reduced taxes, coupled with a work force can eventually result in a return of manufacturing jobs to the US. This can not happen unless we remove the excuses that people have not to work.
Now I know that some of you will read this and think that we can not afford to reduce taxes. I submit that we can if we stop the needless war that has been going on for 10 years with no achievable goal. Stop sending aid to foreign countries, Bring our troops back home. Politicians consistently talk about going through the budget and eliminating spending while campaigning. We need them to actually do it, then and only then, can we create an atmosphere that will allow for true job growth in the US.
