Likewise with Leon, both him and Trump have had (or has) security clearance, have roots deep into the government sector, and would be a national security risk if they decided to relocate.
The FBI, CIA, or any other three letter agency would absolutely not allow either of those two out of the country.
If they don't stop him at the tarmac, the USAF can surely stop them when airborne
