Why did our POTUS send COVID tests to Russia when they were highly sought after in America?

Sean Penn? Or did he just fancy meeting with Castro??

Oh, and IF Biden wants to send COVID tests to Putin, Trudeau,
or the leaders of Ukraine, Israel, or even to the Vatican,
surely reckon as America's President - he can do that.

Carter, Bush, Clinton, Obama, and Trump are all private citizens.
Only Trump had 'at least' 7 phone calls with Putin after he left office.


And the COVID tests were sent to Russia while Trump was in office.
