You can RTM any post or PM for a possible violation, but the key word is "possible". The guidelines are interpreted, nothing set in stone so anything can interpreted to be a violation of at least one of the guidelines. By the same token, if you think a post is a definite violation and you RTM it, it may get nothing from the mods.
You never will know what happened as they do not let you know what action they took, if any, based on your RTM. They reasoning they will say for doing it like that is that it is none of your business, but in reality, the guidelines are applied differently to different members.
You can also be assured that if you RTM a mod's post/PM, that mod whose post your RTM will also get the RTM too!
