If legality is the concern let it apply everywhere including NYC but on the subject of Delaware the decision was not based on anything more than wording in the state constitution providing for one election day. If anyone knows of any elections in the state that were deemed to have been decided differently due to their absentee and early voting provisions feel free to post them here.
