the article's title is misleading. Ukraine alone was not targeted as the title implies. and it's really about bots, a known issue on twitter. it was certain to affect some real users while it gets implemented and that will eventually be addressed. if you want to direct some angst about cutting off users perhaps you might want to look into Tim Cook and Apple cutting off Chinese users from using Airdrop.
