I guess the thing I find problematic about non-negotiable tipping is that it removes a performance incentive. If they know they're receiving a standard rate of $40 whether they put adequate effort into the service or deliberately underperform, it has been my experience that they typically choose the latter. I have no problem tipping the $40 if they try to provide good service...if they don't, I offer what I think is fair. As far as Coco being the only worth seeing in there, over the years, I have had some decent experiences in there. Few and far between though, especially in recent years. I hate to drive beyond the metro NOLA area because of certain constraints. The East Bank/NOLA scene is absolutely horrid right now.
