The OP maybe wrong about why the spas are closed but he's not wrong that the happy times are over and will be for sometime now. The de facto decrim policy will eventually spread to all large cities, once people see that the sky doesn’t fall in places that try it. The actual law changes will lag a bit. Just like happened with weed laws.

Texas has already passed laws like SB4 that allows the state to mandate prosecution enforcement over city ordinances and prosecutor discretion. It's already been upheld in Federal district court, so a NYC-style decriminalization won't apply here.
