You missed the point. "Can Not" means it is impossible. "May Not" means it is not permitted.
There is a lot of information that the police get by just by request, sometimes by a simple phone call. In my example it was just a telephone request to the rental company that told them who the guy was, and everything the rental company had.
I offer the suggestion: most people want to cooperate, in every way, with the police; it is more than you would believe. They can always ask! Only a few, so very few, will say no.
That must scare you.
