If one reads the Gov's original EO he didn't CLOSE businesses, he ordered citizens to not patronize them .... the closings were voluntary in so far as "no business" = "voluntary.
Media, bloggers, and social media hounds distort laws and orders.
Case in point quoted from the April 17 "re-opening" order:

If one looks at the series of orders, they restricted "people" and the Federal government didn't shut down local businesses.
The Government lacks the authority to "shut down" businesses, aside from confiscation through a judicial process with DUE PROCESS, but the CommunistSocialistDemoncratAnt iTrumpers want to destroy the free-enterprise system in this country and replace it with a government dependent welfare state for the redistribution of wealth! Just ask Bernie and his flock.
