this mass shooting is different from the "usual", in that it seems like the shooter flipped when he was getting pulled over. no prior plot to shoot a couple dozen people.

Yessir, I agree with you on both points.
Some people dismiss Daily Mail as a sensationalist tabloid. Or they can't believe that an English newspaper can give accurate American news. The reality though is just what you wrote, the Daily Mail gives you the news faster than other media outlets (including American media outlets), with plenty of vivid photos. They're truly exceptional.
Yes this mass shooting is different but the question is, what made him flip out? Something made him not just flip out at the officer who pulled him over but shoot lots of innocent people all over the place. This was a guy looking to die and not just die but take lots of people's lives down with him. The officer pulling him over must have given this monster the excuse he needed.
A very sick line of thinking that a lot of these mass murderers have is "I want to die but I don't want to die alone. I want to kill as many people as I can before I die. Why should other people be happy when I'm miserable? I'll take them down with me."
I see no other reason why he randomly shot so many innocent people just because he was pulled over by a cop..and he shot with the intent to kill.
