It has two Towers; it appears they purchased the original Casino Windsor which is now one of the Towers and built a second one and now connected the two Towers and formed a giant complex. Go figure.. Per a friend of mine on the ISG who knows the Montreal scene inside and out and all the good agencies vs the rip offs same w the indies using fake profiles Ceasars is crawling with escort girls as most Vegas casinos do esp in the bars in the evenings. These girls will be pricier than using a service to a hotel elsewhere where room rates are lower. However, it is cash and carry you see beforehand the goodies that will go to your room.
Do not stay in Detroit although they turned a real shithole waterfront in to a beautiful area you still need to cross the bridge or tunnel into Windsor and the lines can be long plus the customs searches to and from. Not sure where you are from in Chicago but as you know if in the city you have to have the ' Chicago City Sticker' and I do remember any car with that sticker back in my days would get pulled over for a search w dogs too. If from the collar counties no worries.
Leave really early in the AM to beat traffic in both cities and take the Skyway not the Dan Ryan! Only traffic you will hit will be after DTW and the exits for the Ambassador Bridge and the tunnel will come up fast; the bridge will take you further away from the Windsor center think of the tunnel as the Lincoln Tunnel in to Manhatten takes you front and center; I recall the bridge gets you across faster and w the redone waterfront that tunnel from Detroit will probably be backed up although I now hear it was expanded.
Quellette Ave is one of the Streets we would stay on for cheaper hotels, it appears the hotel we stayed at was bought out and renovated and is now The Sunbridge Hotel looks quite nice too and I recognize the street corners by there as the cash station we used is still there at that Scotia Bank. Tons of great dining here too on the street.

Cheap; coming up at $88 bucks a night USD. Toronto will cost you more both for lodging, getting there, food and for sure the women! Montreal on the other hand is an easy flight but I think you must figure in the airport to the city fees either if u rent a car ( have to pay for parking) or take a taxi and I think it was close to $30-$50 if I recall correctly but I went twice the second time I drove. FWIW I blew right past Toronto on the way from Montreal to Windsor for an overnight on the way back to Illinois. You do have another option as well.
Fly in to Buffalo and drive to Niagra like Windsor it is a border town many folks will cross for gambling, pussy, pharmacies are cheaper and Niagra has more than Windsor. The guys from upstate NY go there on weekends for fun if they don't go to Montreal depending on where upstate they are ( western NY vs say Albany or the towns just south of Vermont)
My suggestion is Windsor or Montreal; fuck Toronto. There is a reason the Toronto guys all get out of there and go to Montreal for pussy or fly direct to Europe.
I think you will love Windsor, I made that trip over 20 times easily, drive on your own, set your own times, cheaper lodging, cheaper pussy, great strip clubs too.
As to the agencies there I can't help, when we used to go it was the days of the Yellow Pages
