Provisions on safety have to do with protecting tenants from poor dwelling conditions not third parties.

I don't think an apartment complex can be held responsible for the safety of the tenants going from their car to their apartments and vice versa or the safety of their vehicles. If that were the case, every time someone had their car broken into or was mugged in a Wal-mart parking lot they'd be able to hold Wal mart responsible. It doesn't work that way. You are responsible for your personal safety. The complex is responsible to ensure the building is safe from electrical hazards, has clean running water and proper sanitation and door and window locks are working etc.

There is a provision for domestic violence but it's pretty strict and favors the landlord in a lot of ways.

If it's that unsafe just get out. Pay what you have to. Otherwise get a gun or a can of bear spray and learn more about situational awareness.

When I lived in Houston, I stayed at a nice gated place, with a parking garage, security and cctv.
One night, a lime green Suzuki rice rocket got stolen from the 3rd floor parking garage, that was the only night that year that the cctv cams wasn't working, and security didn't see any one come out on the bike.

It's not just the location that is dangerous. It's knowing a lot of people are all in one congested location, easy pickings.

negligent security cases are tough to win in Texas, you're right. many times favorable awards are reversed after trial, sometimes even by the same trial court. (like why even bother with the trial, right?) doesn't mean that a tenant is totally screwed, though. just need to be the squeaky wheel.

Within 2 weeks:
-They broke the back gate/stole a truck & the truck made the 5pm news because used for a atm heist.
-A lady was robbed by gun point at 5pm walking from her car to her door.
-A 21 year old kid was shot in the head in a drug deal gone bad.

Those are just a few of the incidents...

I went today & was able to use this and a police report from my S/O which is why I told them I am leaving. Domestic violence victims can not be penalized and can be released from lease. In the end I got a good deal on a reletting fee because I was barely 6 months in on the lease. I didn't expect to get off without paying anything. I just didn't want to get messed over.
Im okay with that rather than 1k a month plus my expenses at my new location. They tried to tell me that they beefed up security. They also offered to move me to a different unit but I opted out of those options.
I saw a officer carrying a large gun/shot gun in his hand walking around. That made we walk even faster into the office and get out of this lease.
I am so glad that I have my other location and that I wasn't forced to be in limbo at a hotel or something until I could relocate. From what I got out of the conversation in the office quite a few people are trying to move out. So, I feel fortunate.

I truly appreciate all of the ideas, opinions & help you all have offered!
