No, he's not. He looks at each issue separately.

FOR The Authorization for Use of Military Force (AUMF) but against both Iraq wars.
He is against the Patriot Act.
This is what he had to say about Bush and the Valerie Plame incident:
"The revelation that the President authorized the release of classified information in order to discredit an Iraq war critic should tell every member of Congress that the time is now for a serious investigation of how we got into the war in Iraq and why Congress can no longer act as a rubber stamp for the President."
He was a vocal critic of Alan Greenspan, which proved correct.
Say what you want, but the guy takes every issue separately and doesn't let his party dictate what he will and won't believe.
