I'm not sure your exact point, but most of the parking lots into which I have parked "
around government facilities" are privately owned and/or operated. I have parked in parking lots
within government facilities and those were "not private."
Furthermore, you are incorrect about "no traffic tickets are given out in them" ... meaning parking lots. If a vehicle is involved in a collision in a parking lot, whether there is personal injury or only damage, you can be arrested and/or issued a citation if you fail to stop and provide information and/or "aid" if someone is injured.
