If you look at the amount of voter supression vs. voter fraud, it does not take a rocket science to figure out which effect the most voters and by a long shot.

Rather than use the term voter suppression, I would use the term voter legitimization.

One must address voter fraud and tolerate mild, unintentional side effects.

I would consider it sufficient if the authors of voter fraud actions signed a sworn statement that they did not design the effort to prosecute fraudulent voters as a smokescreen to disenfranchise any voter.
