photo ids would stop some of it.
it doesn't prevent anyone from making fake ids and passing themselves off as someone else (dead people voting or someone who never voted)
I think some type of biometric system maybe the only way curb fraud if not eliminate it.
the only way to detect multiple voting is to setup cameras with facial recognition/comparison software at polling places.
the ballots are computerized to some extent in a number of states.
the ones that are computerized do not have any way of removing fraudulent votes from the data pile.
