What, the cops committing a "crime" to arrest citizens for a "crime" or the police department charging and firing any cop who reports other cops for criminal activity? Personally, though the first is bad, the second is far worse because it means many police departments are run like little fiefdoms or gangs and not open transparent public agencies. This has been going on since police departments were initially formed as Slave Patrols and used to intimidate slaves from running away in the 19th Century.
