Anyone know where to catch the DCL? (hypothetically speaking...if one were to have the pass) Also, how it works? do we need to pay tolls or is it an easy drive thru? any details on the process to use it once cleared all the approvals in the US would be appreciated.

You need to pay $300 to 400 usd to Mexico to cross the Stanton bridge. You can apply for the tag in Juarez by downtown bridge. That is a yearly fee. The alternative is to use the zaragoza bridge which is pay per use I believe.
