No Tool Bar in the Reply Box

I want to post a private response but the tool bar I saw mentioned in a thread is not there for me to use. I am a Premium member. Can someone help me?

I don't think so. I'm at home on my home computer. Sometimes I am on my phone but not now for example. Is it possible to be using the moble site version from my home computer? And if so how can I verify that and if need be get out of the mobile version and into the version I need to be? Also I do not have a "Review" button that is supposedly located at the bottom of this page. http://www.eccie.net/forumdisplay.php?f=87 I hope you can help me understand why I am unable to post reviews and send Private responses to posts. You can still access the mobile version on a PC, the mobile site will have a "m." at the front of the url ...and I don't think there is a toolbar feature in that version.

Can you post a screenshot of your reply box without the toolbar?

Also the review button is located at the top left of all the review forums.
