There does not have to be activities for it to be a review... there only has to be activities for it gain PA.
Since money changed hands then this should be attached to her profile as a review and the NO be edited to read RIPOFF.

You are right. I should not have said "alert worthy." I was not thinking of the Alerts section but rather of the general idea of a "Hey guys, this chick is not trustworthy" alert. I definitely agree that money paid up front is a risk and it is partly your fault if it is taken.
