For 100% guaranteed good time go to Ceasers on Nanjing East Road in the Asia World Mall, 15th floor.
It's a men's spa, so you will put your clothes in a locker and go shower up, sit in the jacuzzi, take a swim, relax. After you are finished in the jacuzzi area, dry off, put on a robe, go sit in the lounge area and have some tea or something to drink.
Pretty soon the mamasan will come ask if you want "special massage". Of course you do!
She will take you upstairs through a hidden door and into a special massage room.

If you are not chinese they might try to send you one from the bottom of the barrel. Don't be afraid to ask for another girl if the first or second one is too old or doesn't look good. You will get a sensual body massage with FS. All this for 4300 NT (about $120).
The talent in Ceasar's and similar men's spas is mediocre at best but the service is consistent.

The best talent in town are the KTV girls but you have to know somebody and speak some chinese to get into a good KTV room and get take out service from those places and that will cost $$$$$$$.

You can also get outcall from "Yuki" found in the classified adds in the english newspaper. Just call the number and tell them what you want and where you are. They do speak english. Like the spa girls, if you get one that you don't like, send her away and call Yuki back and tell them to send another one. These girls should only set you back about 3000 NT. They will always ask for 4000 but tell them your "friend" said he only paid 3000.

There are some bargirls in the Longshan Temple area of of Taipei but I've never tried that out. It looks a bit too seedy for me.

That's about all I know of the Taipei area as far as providers are concerned.

Sorry for my misspelling in the previous post the name of the place first mentioned is Caesar World Sauna.
It can be hard to find if you haven't been there before or don't know what to look for.

The only thing you will see at street level in english is a sign in front of the Asia World Mall that says "Sauna 15fl".
