I served in the late 70s. I did not, and still do not, use drugs or drink. When I enlisted in the navy, Carter was the president. Drug use was rampant. When doing PMS it was likely that you would find someone's stash hidden away. I had one shipmate tell me years later that I was the only person in the division what was not using drugs.
