Actually, she did not say that they couldn't lie. She stated they should not engage in a criminal act in order to entice you to commit a crime.
I've been studying cases for two decades and Ive yet to find a conviction in a case where LE engaged in sex acts during a sting and later charged used a lady's participation in those activities as a basis for her arrest (and subsequent conviction). Even in Hawaii, where there was a technical loophole that allowed LE to engage in sex acts in certain undercover situations.
In a nutshell, most of the time if you walk into a sting op, you will walk out in handcuffs. But, I'd agree that engaging in a sex act is usually a good indicator that you aren't dealing with LE, at least not one on the clock.
