Gates, Zuckerberg, The two guys from Stanford University that found Google, Oprah are all Billionaires now. They were not born with that wealth. The state does not control how much they make.
In the individual market old system, if you had a pre-existing condition (high blood sugar, high cholesterol, or an autistic child) no health company would sell you a policy.
Due to the ACA people with pre-existing conditions can now buy health insurance in the individual market (this would be the government exchanges or you could call the 1-800 number to BCBS, Humana, Aetna etc. directly).

They (Pre-existing patients) could buy insurance before; it was expensive but it was available....now under Obamacare the cost has been shifted to the healthy middle class.......more War on the middle class by Obama................

Not all states had high risk pools for people with pre-existing conditions. In some states that had them you had to be uninsured for 6 months before you could apply to get in.
