Only hours away...Obamacare
In just a few hours Obamacare will fail to reach another milestone...except that Obama has postponed so many milestones who knows.
7 million, then 5 million, and now they're claiming 6 million. I've even heard some White House loon say that they're going to get to 10 million. Talk about sovietizing the numbers. Lets call if five million though there is no proof for or against that number but it has been bandied about. The insurance companies are saying that 20% of that number have not paid yet and therefore have no health insurance so it becomes 4 million. Of the 4 million the insurance companies are saying that almost 80% of those enrolled ALREADY had health insurance which takes the number to less than 1 million. So after over a trillion dollars and tearing the country apart Obama has insured 1 million people out of those 45 million without health insurance. Yeah, break out the champagne.

1. The ACA is two parts. The private plans sold on the exchanges and for the family of 4 that makes less than $24,000 you will get the Expanded State Medicaid. Millions will get the State Medicaid. Go take a look at Red State Kentucky. A lot of families have qualified for the State Medicaid.

4. It does not matter if the risk pool has 2 million or 8 million policy holders. The health insurance companies want to see a mixture of low risk and high risk people, that is the key. As long as there is a mixture the Health Insurance companies will continue to sell polices on the government exchanges. The CEO of Aetna said so on CNBC ( you know the cable channel with stock ticker running at the bottom).
5. The jury is still out on Obamacare until 2019. You won't be able to judge success or failure until 2019.
6. JD, remember your crude explanation of health insurance? The life boat that you were talking about has been expanded. People with pre-existing conditions can now purchase health insurance if they want to. If you get sick your health insurance company can't drop you. Children can stay insured on their parents plan up until age 26.
7. Part D had rollout problems as well. Bush pushed out the signup date all the way to December. Part D cost 800 Billion, just to help people pay for medications they can't afford.
8. Last thing JD, you lie almost as much as Whirly.

COF, The Nutty Professor, the ACA will go forward as long as the Health Insurance companies continue to sell policies on the government exchanges. You may not be aware of this but the Federal Government is backing up the Health Insurance companies for three years. What does this mean? If the insurance companies loose money on policies sold on the exchanges they will be reimbursed by the Government. Any excess profit made will be returned to the government. This arrangement stops in 2017. In 2017 the Health Insurance companies will be on their own and will have make a decision if they want keep selling policies on the exchanges. Senator Rubio has been trying to get this arrangement removed but has not been able to do so. FYI, Part D had the same thing. Study up professor.

With the existing State Medicaid each state has its own income requirement that allows an applicant to qualify for it. For example in Alabama the applicant must make less than $11,000. The Expanded State Medicaid asks each state to raise the income minimum to less than $24,000. The federal government will pay 100% of the cost for 5 years. After 5 years the Feds will pay 90% and the state pays 10 per cent. The states that rejected the expanded state Medicaid did not want to pay that 10 per cent.

Again, after 5 years the Federal Government will pay 90 per cent of the cost. The state is responsible for the other 10 percent. Some states don't want to pay the 10 percent. The point of the mandate to have everyone purchase health insurance, is so the risk pool will have a mix of low risk and high risk people. The health insurance companies will not survive selling polices on the exchanges if all of their policy holders are high risk people.

It is not the volume of the risk pool but the mixture of the risk pool that makes the difference. CNBC is not a news channel like CNN. The CEO of Aetna was on the show like being a guest on Face the Nation.

The CBO projects over time that the percentage insured will increase from 83 to 93 percent by 2018. That is the year to look at all the numbers to see if the projections have been realized.
