"Search an IP" - what exactly are you looking for?
An IP is assigned to a subscriber - it could be static, or dynamic (in other words, the person who uses that IP may change)

Short of requesting a court order, it may not be possible to find out who was using that IP at a specific time frame (if it was dynamic).

Like Jake said the most you could out of an IP is who their provider is and maybe a city

You can use that to find the node where that IP was assigned. Other than that, you're SOL unless you get someone to subpoena the ISP.
