There's up to 12 monitors that need to be run, depending on the car. In the state if Texas, you have to have all but one monitor completed and passed to be able to pass inspection, beyond safety reasons.
Generally the last monitor to run is Evap so your O2 monitor would run before that, if the problem is with the O2 censor, the light can come back on before you're able to pass your inspection.
