At the end of the day "it's so" simply because hobbiests have been convicted and sent to prison. I don't pretend to have a full grasp of RICO statutes and their application. From a broad perspective it's an exchange of goods/services with a criminal enterprise. When the criminal enterprise is determined to be a criminal entity subject to RICO ie "organized crime" then the hobbiest can be viewed as an active participant.
