Hard to tell what's going on based on the info you give, but having been there myself, I know that it can be very frustrating to have $ in hand but can't firm up an appt, since you haven't gotten a confirmation back from the provider.
If the initial contact went through Ok, then maybe the lady was just checking your refs (some ladies really do wait for another provider to contact them) or perhaps she was trying to determine if there was enough interest for your area (if she's a traveling provider). I suppose there's also the possibility that she did get in contact with another provider and based on that didn't really want to see the guy, but didn't want to tell him that as a reason!! As Mina said maybe they were just busy, but if they responded to you initial contact, then I don't see why they would ignor the followup.
None of those probably seem like particularly good reasons when you're waiting for a long time with no response and I'd really prefer the provider just tell me that she'll get back to me after ______ (whatever is causing a delay)! At least then you know what's going on and can make a plan B if you don't want to wait.
