is it legally theirs? the Palestinians have no home state so how exactly is it theirs?

Trump is actually recognizing the fact that you can't put people in substandard housing and no jobs and expect peace to happen. He is also looking at getting Saudi Arabia, Egypt, and Jordan to actually put money into the game and help change the outcome.
