One thing that got me thinking (there were several items) was a youtube documentary on Japan's so called "JK culture" of sexualizing youth. It mentioned that in parts of Japan, the legal age of consent for prostitutes was 13! This shocked me.

You're asking about legal age.
Prostitution in Japan is ILEGAL doesn't matters the age, you're talking about bars where the girls who work there as waitress and hostess are dressed like teens. They're to entretein not for sex, if the owners have the info that they're offering the phone number or some contact detail they're fired. Of course there're girls doing prostitution, but not easy for independent escorts (police is very strict and Yakuza have the control). I know because some friends of mine were working there and is more difficult than Middle East. And Japan is a country specially obsessed with teens, undergae and submisive girls.
In many countries there're sexual tourism, many countries where the sexual awakening is very early and and young people explore their sexuality without complexes, in many countries there are high rates of unwanted pregnancies at an early age.
But one thing is the sexuality betwen young people and another very different the older gentlemen who are traveling in search of young girls for their sexual satisfaction. Paying or not, it's disgusting.
The legal age is the same everywhere and in special cases like in the Middle East it can take you to a federal crime, cancellation of your visa and expulsion from the country after going through jail.
